The shadow IT problem in#

Enterprise AI adoption often outpaces formal procurement. Individual teams purchase AI subscriptions on corporate cards or use consumer tiers of professional tools. This creates three problems: the organization loses volume negotiating leverage, security and privacy reviews are bypassed, and the total spend is invisible until an expense audit.
A practical approach is to run an annual expense audit specifically for AI-related categories. Review corporate card transactions for common AI vendor names and billing patterns. When shadow purchases are discovered, the default response should be to assess the workflow need and bring the tool into the formal vendor program, rather than cancelling it abruptly, which often drives the team to a less secure alternative.
AI license pricing models and what they mean for optimization#
AI vendors use several pricing models that affect optimization differently.
Per-seat pricing is the most familiar. The optimization question is whether each seat holder uses the tool actively enough to justify the cost. Use the vendor's own usage dashboard rather than login data alone, since some tools are used intensively in short periods.
Token or consumption-based pricing scales with use. The optimization question is whether usage is proportional to output value. Workflows that send unnecessarily large context windows or run redundant requests can consume far more tokens than necessary without any additional business value. These models can be favorable when output volume is predictable, but require careful contract drafting to define what counts as a completed outcome and what happens when the system fails or is disputed.
Building a license governance program#
A one-time cleanup produces a one-time saving. A governance program produces ongoing value. The components are a quarterly usage review, a designated owner for each vendor relationship, a defined process for new AI tool requests, and an annual cost benchmark against the market.
The quarterly review does not need to be exhaustive. Focus on the ten largest AI vendors by spend and any tools added in the last six months. Flag anything where the contract owner has left the organization, where a renewal is within 90 days, or where usage has dropped by more than half since the last review.
